Safe, Efficient AFFF Replacement and Disposal at Marine Corps Installations East

USAE’s commitment to environmental remediation and safety is exemplified by our execution of Aqueous Film Forming Foam (AFFF) removal, replacement, and disposal across six Marine Corps installations in Virginia, North Carolina, and South Carolina. This AFFF effort included extensive logistics planning, stakeholder coordination, and regulatory compliance, supporting the military’s transition to environmentally compliant firefighting solutions, ensuring the safety of personnel and the environment.

USAE managed all aspects of this $3.5 million project which encompassed removing and replacing legacy AFFF with MILSPEC-compliant foam from 20 stationary atmospheric tanks, 28 bladder tanks (ranging in size from 100 to 3,800 gallons for atmospheric tanks and 150 to 1,800 gallons), and 130 mobile unit atmospheric tanks, resulting in the disposal by incineration of 97,303 gallons of unacceptable AFFF concentrate and solution, and provision of 50,150 gallons MILSPEC compliant AFFF as installed (tanks refilled) or uninstalled new product .

To address the complexity of operating across multiple installations, USAE implemented a detailed, site-specific approach by conducting site visits in advance, and communicating with each installation, thereby confirming AFFF inventories, configurations and quantities. Field teams performed tank draining, rinsing, leak testing, and system replenishment – all performed in accordance with approved work plans, safety plans, and DoD quality assurance protocols. Across all six installations, the team completed the project in 4,625 total exposure hours without any safety incidents or injuries.

USAE completed the project on time and under budget, earning high customer satisfaction and an “Exceptional” rating for management and scheduling. USAE also received the following  comment: “Contractor went above and beyond to conduct bi-weekly calls with the customer, Marine Corps rep and installation POCs to coordinate site mobilization and field activities, and worked with the customer to ensure work was accomplished to their satisfaction.”, highlighting our commitment to proactive communication, collaboration with stakeholders, and dedication to delivering results that meet and exceed customer expectations.
