Business Development Manager - Military Munitions Response Program (MMRP) for the Corporate Office in Oldsmar, FL. Position requires actual MMRP experience; environmental cleanup experience is a plus. This individual will be responsible for conceiving and executing business development actions to assist in the management and completion of all business development activities at a senior level. These actions include identifying company strengths and weaknesses, developing company objectives, and developing strategic plans in order to achieve business opportunities, growth, and financial profitability. He/she will develop new business and retain and expand existing contracts in strategically defined business segments. The Business Development Manager will cooperatively interact with all internal departments, lead proposals and write corporate organization sections, develop a broad customer base in defined market segment or areas, and provide independent and in-depth assessment/viewpoint relating to new business/follow-on pursuits for senior staff.
The qualified candidate will have a minimum of 8 years of Marketing/Business Development experience with at least 2-4 years in MMRP. A technical background (e.g. engineer or PM) with MMRP experience would be considered. A bachelor’s degree in Marketing, related or technical field (e.g. Environmental) is required. He/she must have prior experience working on RFP responses to Federal/DoD Agencies and the preparation and management of proposals. The individual shall be technically-oriented and have excellent verbal and written communication skills. Must have ability to establish long term relationships with customers, possess exceptional personal presentation skills and be a team player. Will be required to travel at least 20-40% of the time. Prior business development interaction with Government agencies strongly preferred; interaction with DoD agencies such as the U.S. Army Corps of Engineers and U.S. Navy extremely helpful. This individual will work closely with the President and Senior Management in developing company key pursuits, capture plans and the cultivation and maintenance of all customers.
USA Environmental, Inc. (USA) is seeking a Finance Director/Controller to manage cash flow for the company, assure on-time payrolls, accounts receivables, accounts payables, and contractor and subcontractor payments. This individual’s integrity must be without question and have the ability and disposition to work directly with the President and all other work levels in a supportive, cooperative, and team-player manner. He/she will manage Line of Credit (LOC), arrange wiring of funds associated with LOC and field operations, and negotiate best terms on all finance agreements with banks and other entities. The Finance Director/Controller will develop and track the Annual Operating Plan (AOP) to include orders, sales, operating costs, profit, departmental budgets, etc., and participate in month-end financial meetings w/shareholders reviewing orders, sales, costs, profits, and backlog. He/she will take lead as Cost/Price Volume Manager on large proposals, participate/engage/recommend/lead pricing meetings for task order (TO) proposals, review/confirm TO pricing accuracy, ensure compliance with Defense Contract Audit Agency (DCAA) accounting requirements and support DCAA audits. The Finance Director/Controller will participate in corporate strategy sessions and 5-year planning, manage the Accounting Department to include supervising all personnel, secure appropriate workers’ compensation, property and liability insurance for the company, and work with an outside CPA firm to ensure timely tax submittals for the USA Corporation and its shareholders. Additional duties include monthly revenue recognition, month end closing and reporting.
References must confirm track record of integrity, transparency and honesty and ability to work with all work levels and have a personable disposition. Qualified candidate must possess an undergraduate degree in Finance, Accounting or Business Management. A Masters Degree in Finance or Accounting and Certified Public Account (CPA) are highly preferred. The individual must have 3 - 5 years experience as a Senior Finance Manager/Director of a large business or a Finance Director/Controller for mid-size firm, and 10 - 15 years experience in finance and accounting, including at least 5 years with a firm performing work for the Department of Defense (DoD), preferably environmental and/or munitions related work on Cost and Fixed Price Contracts. Experience in supporting shareholder requirements, including estimating quarterly taxes, coordinating with outside CPA firm for annual tax filings, providing monthly financial updates, answering questions on property, issuing planned distributions, etc., is needed. He/she must have performed Cost Volume Manager duties for large Government proposals, including direct and indirect labor rate submissions, and historical and year-to-date indirect rates. Candidate must be multi-task capable handling large amounts of work with accurate and timely results.

Given recent 2016 contract wins and anticipated 2017 growth, USA is seeking a Full-Time (FT) Marketing Representative for its Oldsmar, FL Corporate Office who will be responsible to perform marketing and proposal duties, especially in response to Federal (DoD) solicitations. The focus of the position is to provide administrative support for DoD solicitation responses and other proposals, including analyzing RFPs, formatting, printing, and distributing proposal-related documents; however, if the candidate has the professional skills, outgoing personality and desire, a secondary focus of this position could be to participate in USA’s Community Education Program and other community relations activities. Experience as a proposal manager is a plus.
This individual will report to the Marketing and Communications Manager and primarily assist in the preparation of proposals in response to DoD Requests for Proposals (RFPs). He/she will provide administrative support and interact with clients and customers to review RFPs for submittal and formatting requirements, coordinate the preparation of bids, and submit proposals. Additional tasks include: update past performance information; maintain and update the proposal and marketing library; prepare materials for trade shows; support and write data calls, provide administrative support to the Marketing and Communications Manager; and assist other managers and departments as needed.
Qualified candidates must have prior experience working on RFP responses to Federal/DoD Agencies, along with excellent written and verbal communication skills, strong organizational qualities and be self-directed. More than three (3) years of Federal/DoD proposal experience and a minimum of a bachelor’s degree in Marketing, related field (e.g. Communications) or equivalent experience required. Strong skills needed in Microsoft Suite to include Outlook, Word, PowerPoint, Publisher, Excel and Access. Experience with Adobe Acrobat, and graphic design software such as Illustrator / Photoshop preferred.
